The Department of Homeland Security and its component agencies continue to turn their resources toward straw man “domestic threats.” Congress should defund those political efforts until the Cybersecurity and Infrastructure Security Agency returns to—and proves—its commitment to serve the American peopleas intended. The Cybersecurity Operations Center shall notify the President of the Senate and the Speaker of the House of Representatives of any severity level 3, 4, or 5 incident as soon as possible but no later than 12 hours after receiving a state agency’s incident Agency Cybersecurity report. The notification must include a high-level description of the incident and the likely effects. Identifying protection procedures to manage the protection of an agency’s information, data, and information technology resources.
